Prior to joining DGS, Mr. Holter served as a law clerk to the Honorable Carolyn B. McHugh of the U.S. Court of Appeals for the Tenth Circuit and Justice Richard L. Gabriel of the Colorado Supreme Court. He previously worked as a litigation associate at an international law firm in New York.
