For the first time in decades, the Council on Environmental Quality (CEQ) has proposed comprehensive revisions to the regulations implementing the National Environmental Policy Act (NEPA). CEQ intends these revisions to both modernize federal agencies’ implementation of NEPA and facilitate more efficient and timely NEPA reviews. Some of the more significant proposed revisions include length and time limitations for NEPA documents, changes to the scope of effects that agencies must analyze, and alterations to the role of private applicants and public participants during the NEPA process. In addition to these proposed revisions, CEQ is also seeking comment on a variety of issues, including the treatment of climate change in NEPA documents.
